COC introduction in kenya

The Kenyan government statutory authority is Kenya Bureau of standards (KEBS), responsible for the development and implementation of standards for the Kenyan market for imported and domestic products. Over the years KEBS has been in undertaking the conformity assessment of local and imported products, however, verification of import goods previously limited to shipment to after harbor. This not only leads to the inbound goods delay and for the unqualified products, KEBS need be returned or to no pollution to the environment destruction and take additional losses. 

In order to prevent these problems, on 29 September 2005 KEBS began implementation prior to export products and standards with verification (Pre-Export verification of conformity to standards, referred to as PVoC) plan. This is an applicable to all exporting countries for specific commodities with evaluation and check procedure, to ensure the quality of imported products and Kenyan health and safety and environmental protection with Kenya technical regulations and mandatory standards or the approval of equivalent standards. 
All PVoC within directory goods in before the shipment must be obtained by KEBS authorized agencies to issue certificates of conformity (COC).

 COC certificate is mandatory in Kenya the customs clearance documents, if you without the certificate, the arrival of the goods at the port in Kenya will be denied entry. As an exception. KEBS can be accepted by the importer application in the Kenyan port of arrival implementation of the inspection, but the importer will assume a fine of 15% of the CIF value of the goods, 15% of the margin and inspection and testing costs.
